Regional Cooperative Tourism Program (RCTP)

Travel Oregon’s Regional Cooperative Tourism Program (RCTP) dedicates 20% of the State’s Transient Lodging Tax (TLT) into regional tourism programming and activities across the state. There are seven Regional Destination Management Organizations (RDMOs) that leverage state dollars generated by the TLT along with private and public resources to work with Travel Oregon to bolster the state’s tourism economy. The RDMOs submit regional plans that include proposals for the use of state dollars for the Regional Cooperative Tourism Program (RCTP) which are approved by Travel Oregon based on specific metrics and accountability standards that govern the program.

Regional Strategic Tourism Management Plans for each of the RDMOs were developed in alignment with Travel Oregon’s strategic planning process, RCTP Guidelines and extensive input from regional stakeholders.

The tourism region of Central Oregon lies on the eastern side of Oregon’s Cascade Mountains, consisting of Deschutes, Jefferson, Crook and South Wasco counties. Visit Central Oregon, has been appointed by the Oregon Tourism Commission as one of seven Regional Destination Management Organizations (RDMOs) recognized by Travel Oregon to administer the Regional Cooperative Tourism Program (RCTP).

By leveraging state dollars along with private and public resources, Visit Central Oregon works in collaboration with Travel Oregon programs and our regional industry stakeholders to responsibly and
creatively establish the region as a year-round visitor destination.

RCTP FY21-23 PLAN

Each biennium, Visit Central Oregon submits a strategic regional plan to Travel Oregon that is developed from regional stakeholder survey data and listening session meeting engagements. In partnership with Travel Oregon, we collaborate with Central Oregon tourism and hospitality businesses, DMO/CVB and Chambers of Commerce, non-profit organizations, land managers, and a diverse array of regional stakeholders who see value in the tourism industry.

Central Oregon’s RCTP plan is leveraged by Visit Central Oregon’s programs and we work to implement RCTP strategies that bolster Oregon’s tourism economy for the areas of:

  • Air Service Development
  • Strategic Investments
